Often leaders "in the middle" have to work laterally with peers representing different parts of the organization on cross-functional teams. Frequently in these sitautions, the information necessary to make the best decision for the organization is distributed across the various members of the team. Of course, that would be the POINT of bringing these individuals together in the first place -- i.e., there is an assumption that any one person does not have all the information they need to make the decision in isolation.
